Choose The Right Survey
A management survey supports normal occupation and routine maintenance. Its purpose is to locate, as far as reasonably practicable, materials that could be disturbed during everyday use, including foreseeable maintenance and installation work.
A refurbishment and demolition survey is intrusive and must match the actual project boundaries. It is needed before work that disturbs the fabric of the building, whether that involves a full strip-out or a smaller refurbishment. A management report alone does not establish that concealed work areas are clear.
HSE publication HSG264, Asbestos: The survey guide, explains the distinction. We start with drawings, the proposed construction scope and any existing register, then agree which rooms, voids and service routes need investigation.
Access, Sampling And Survey Limits
Tell us about locked rooms, roof spaces, electrical cupboards, occupied production areas and any permits needed for access. The survey should state exclusions plainly. An inaccessible void remains an information gap, rather than becoming an asbestos-free location through omission.
Intrusive inspection can damage finishes and may require isolation of services. Refurbishment and demolition survey areas must be vacated during the survey and confirmed fit for reoccupation afterwards. Agree any reinstatement separately, including who will make openings safe.
Representative samples are analysed by a suitable laboratory. Sample references, photographs and marked plans should let a contractor find the material without guessing. Sampling one panel does not automatically describe every visually similar panel elsewhere in the building.
From Report To Management Plan
A useful report identifies material type, location, extent, condition and accessibility, together with sampling results and survey limitations. Material assessment is one part of deciding priority. The dutyholder must also consider occupancy, maintenance activity and the likelihood of disturbance.
Use the findings to update the asbestos register and management plan. Give relevant information to maintenance staff and visiting contractors before they start. A survey stored in a shared folder has little value if the people drilling or stripping out never see it.
HSE strongly recommends accredited surveying organisations. Ask for evidence of relevant competence and accreditation scope when appointing a surveyor, rather than assuming a logo on a quotation proves that the specific service is covered.
What Affects Survey Cost
Building size is only one factor in the survey scope. Room count, construction complexity, previous extensions, access restrictions and the amount of intrusive inspection can change the work substantially. A factory with service ducts and roof voids needs a different approach from an open office floor.
Provide your site address, floor plans, approximate building age and the intended works. Tell us about outbuildings, plant rooms and mezzanines so that the proposal does not quietly exclude an important part of the premises.
Compare quotations against the same scope, including laboratory analysis, plans, report delivery and any return visits. For refurbishment work, confirm whether the survey covers every area the contractor will disturb, including routes for new cables and pipework.
The Steps To A Defined Scope
First, send the available asbestos information and explain the work you intend to carry out. We review the request and identify whether testing, a wider survey or a site assessment is needed before a reliable proposal can be prepared.
Next, the appointed specialist confirms the task, work category and access requirements. Review the written scope, exclusions and required handover records before accepting a quotation. Keep the relevant building users and contractors informed so that no one starts conflicting work.
Finally, retain the completed records and use them to update your site information. If the scope changes or further suspect materials are found, stop and reassess that part of the project. Do not treat an earlier result or quotation as permission to disturb something it did not cover.
Surveys Questions
What Should I Prepare For Surveys?
Asbestos Surveys enquiries should include the premises address, building use and any relevant survey or test report. Describe the material and the work you want to arrange, along with access restrictions and occupied areas. Use information you already hold, and leave suspect materials undisturbed while the scope and next steps are assessed.
How Is The Surveys Programme Agreed?
Asbestos Surveys scheduling depends on the confirmed scope, access arrangements and any legal notification or analytical requirements. Tell us about your construction dates and operational restrictions at enquiry stage. The appointed specialist should explain the sequence and dependencies in writing before dates are fixed, including how unexpected materials or additional work will be handled.
